Hyderabad, July 16: The Telangana government is considering introducing a Permanent Residence Certificate (PRC) system, similar to the model followed in Karnataka, amid the ongoing Special Intensive Revision (SIR) of electoral rolls. The proposal aims to simplify the residence verification process for eligible residents during voter roll revisions.
The State government is likely to constitute a Cabinet sub committee to examine the proposal and study its feasibility before taking a final decision.
According to reports, Government Adviser Mohammed Ali Shabbir has submitted a proposal to Chief Minister A Revanth Reddy recommending the introduction of a Permanent Residence Certificate.
The proposal states that the certificate could help residents who are unable to locate their names or those of their family members in the 2002 electoral rolls, which are being used as part of the ongoing voter verification exercise.
Under the proposed system, officials would issue the certificate only after verifying that the applicant is a permanent resident of Telangana. The verification process may include checking birth certificates, school records, Aadhaar, ration cards, voter lists, property documents, government employment records and other valid proof of residence. If required, local enquiries may also be conducted before issuing the certificate.
AIMIM president and Hyderabad MP Asaduddin Owaisi has also supported the proposal. He recently met Chief Secretary Sanjay Jaju and urged the government to introduce either a Permanent Residence Certificate or a Family Register Certificate to assist eligible voters during the SIR process.
Owaisi said such a mechanism would help economically weaker sections complete the verification process without unnecessary difficulties while ensuring their names remain on the electoral rolls. He also said he had discussed the proposal with Deputy Chief Minister Mallu Bhatti Vikramarka and intended to raise it with Chief Minister Revanth Reddy.
The Telangana government has not yet taken a final decision on the proposal. If implemented, the Permanent Residence Certificate could become an important document for residence verification in future electoral and government processes.
