Hyderabad, Sept. 12 (Maxim News): The Telangana Legislative Assembly on Saturday passed the Telangana Praja Viswasam Bill, 2026, to improve ease of doing business and decriminalise minor offences.
AIMIM MLA Kausar Mohiuddin announced in the House that the AIMIM supports the Bill. His statement came during the Assembly proceedings on the proposed legislation.
The Bill seeks to reduce legal disputes and improve regulatory efficiency in the state. It also follows the approach of the Centre’s Jan Vishwas legislation.
State Legislative Affairs and Industries Minister D Sridhar Babu said the Bill follows the central legislation. He said the Centre had decriminalised more than 180 minor offences and replaced them with monetary penalties.
The Telangana Bill also provides scope for compromise in certain offences. This provision aims to reduce legal disputes and ease the burden linked to minor violations.
The Bill further seeks to improve transparency and regulatory efficiency. It also proposes the removal of outdated and unnecessary legislation.
Telangana Praja Viswasam Bill targets minor offences
Replying to the debate, Sridhar Babu said the government had reviewed offences across departments. Industries Department officials held consultations with several other departments for this exercise.
The consultations identified more than 400 offences that could be decriminalised, the minister said. The government aims to use these changes to promote ease of doing business.
The Bill therefore focuses on reducing the impact of minor offences on businesses and citizens. It also seeks to create a more efficient regulatory framework.
Sridhar Babu said the proposed changes would support a simpler business environment. At the same time, the government intends to retain monetary penalties where appropriate.
The Bill also responds to the need to remove provisions that have become outdated. This could help streamline the regulatory system and reduce unnecessary legal processes.
During the Assembly debate, members also raised concerns about difficulties faced by small businessmen. The minister responded by addressing the issue of access to bank finance.
AIMIM supports Telangana Bill in Assembly
AIMIM MLA Kausar Mohiuddin announced that the AIMIM party supports the Telangana Praja Viswasam Bill in the House. The party’s support came as the Assembly considered measures to decriminalise minor offences.
The Bill also seeks to improve the regulatory environment for businesses. Its provisions include scope for compromise in certain offences and the removal of outdated legislation.
Sridhar Babu said the government would instruct the State Level Bankers Committee to address problems faced by small businessmen.
He specifically referred to entrepreneurs from Scheduled Caste, Scheduled Tribe and Other Backward Classes communities. He also included small businessmen from minority communities.
The minister said the committee would help address difficulties in securing bank loans. The move is intended to support small businesses facing challenges in accessing formal credit.
The Telangana legislation follows a wider national effort to rationalise minor offences. The Lok Sabha passed the Jan Vishwas Amendment of Provisions Bill, 2026, on April 1.
The central legislation seeks to amend provisions across different laws. It aims to decriminalise and rationalise minor offences to promote ease of doing business and ease of living.
The Telangana government has adopted a similar approach through the Praja Viswasam Bill. The state has identified more than 400 offences for possible decriminalisation after interdepartmental consultations.
